Graduate Council members are elected by the faculty of their respective colleges. Total representative membership from each college is determined on the basis of the percentage of graduate students in that college.

Student members are nominated by the President of the Graduate Student Senate and selected by the Dean of the Graduate College (the ex officio chair of the Council). Four students are chosen to serve on the Council. No two may be from one college. Student representatives have full voting privileges.
